The Airport security team is made up of four players, each with their own areas of responsibility. The team includes the Transportation Security Administration (TSA), Lafayette Regional Airport (the Airport), the Airport's tenants and vendors, and you.
Airport security starts with you and can be as simple as closing a door or reporting a suspicious person, so stay alert and be aware of activities around you. You are also responsible to protect Airport security by not sharing information such as door codes, not even with family or friends.
The following information is intended to assist you with security questions and procedures for securing an Airport ID Badge.

1: INITIAL CONTACT AND INTRODUCTION
Upon learning you will be working at the Lafayette Regional Airport, your first responsibility will be to contact the Airport Badging Office at (337) 266-4401. The main purpose of this conversation is for the Airport to establish the whereabouts your company will be working, areas needing access, and number of employees needing badges. Subsequent steps include:
- Identifying an Authorized Signer (see Section 2)
- Employee Badge Application (see Section 3)
- Fingerprinting / STA Appointment (see Sections 5 & 6)
- Training (see Section 7)
- Airport ID Badge Issuance
2: AUTHORIZING SIGNATURE FORM
Each company that requests Airport ID Badges must identify one or more responsible company employees as "Authorized Signers." Only Badge Application Forms signed by an Authorized Signer will be accepted for processing. Names of individuals authorized to sign Badge Application Forms for a particular company are on file in the Badging Office. Each Badge Application submitted for processing will be checked to ensure that it is authorized by one of the designated individuals. Only individuals who possess an Airport Photo ID Badge may be Authorized Signers. The signature of an Authorized Signer on a Badge Application Form certifies that the applicant is an employee of the particular company, requires unescorted access to the Air Operations Area (AOA), and that the Application has been reviewed for completeness. The Authorized Signer is also responsible for indicating on the Badge Application that the employee will have a need to drive on the AOA. Authorized Signers are required to submit to criminal history records checks (CHRC) and receive airport security training. (Fingerprint cost = $37 payable by applicant).

Individuals who require unescorted access to the AOA, Restricted, Secured or Sterile Areas must possess an Airport Photo ID Badge. Badge issuance is limited to those individuals who have cleared the FBI-based criminal history check (where applicable), as well as the TSA-based Security Threat Assessment (STA) and have a frequent and reoccurring need for access. In addition, all Badge applicants must provide documentation that establishes identity and employment eligibility. (See acceptable identification documents listed below "Identification.")
Application for a Badge is made on the Badge Application Form. This form must be completely filled out, properly signed and submitted to the Badging Office for processing. The form will be checked by the Badging Office for accuracy including proper signatures and dates. Badge Application Forms are available at the Badging Office, your authorized employer/sponsor, on the Airport's Web site, or by fax or e-mail, upon request. Only the "original copy" of a completed Badge Application Form will be accepted. Do not submit a photo copy; it will not be accepted for processing. Applications will not be processed unless proper ID's are submitted.
$10 Badge fee is due upon submission of application.
4: IDENTIFICATION
All Badge applicants must present two (2) forms of identification or documentation when applying for an Airport ID Badge. At least one ID must have been issued by a government authority and at least one must include a photo. The documentation must be able to verify the applicant's identity as well as employment eligibility. See examples below:

5: SECURITY THREAT ASSESSMENT
All individuals applying for an Airport ID Badge must undergo a TSA Security Threat Assessment (STA) as part of the Badge issuance. The Airport will not issue an Airport ID Badge until the TSA has completed a STA on the applicant. Allow five (5) - seven (7) days for the STA to be completed. Upon submission of your airport identification badge application the Badging Office will start the STA process. Upon approval, STA's are valid for 30 days, badges must be issued within this. STA's over 30 days will have to be resubmitted for re-approval prior to issuance of a badge, and applicable federal processing fees will be re-billed.
6: FBI FINGERPRINT CHECK
All individuals applying for a Security Identification Display Area (SIDA) ID Badge must undergo a FBI fingerprint-based criminal history check as part of the Badge issuance process. Fingerprint results must come back cleared before issuance of the Airport Photo ID Badge. Allow one (1) - five (5) days for fingerprint results to be returned. The Airport will deny issuance of the Airport ID Badge to any applicant who is currently being charged with or is convicted of one of the TSA disqualifying crimes within the last 10 years.

DISQUALIFYING CRIMES..
Federal Regulations require all employees to submit to a FBI Fingerprint Criminal History Check (CHRC) before receiving unescorted access privileges. The CHRC verifies that there have been no convictions of any of the TSA disqualifying crimes within the past 10 years. A copy of the Criminal History Check results will be made available to the employee upon receipt of a written request (form may be obtained from the Badging Office).
- A felony involving illegal possession of a controlled substance punishable by a maximum term of imprisonment of more than one year
- Unlawful possession, use, sale, distribution, or manufacture of an explosive or weapon
- A felony involving possession or distribution of stolen property
- A felony involving dishonesty, fraud, or misrepresentation
- A felony involving theft
- A felony involving burglary
- Armed robbery or felony unarmed robbery
- A felony involving importation or manufacture of a controlled substance
- Distribution of, or intent to distribute a controlled substance
- A felony involving aggravated assault
- Rape or aggravated sexual abuse
- A felony involving bribery
- A felony involving willful destruction of property
- A felony involving a threat
- Murder
- Assault with intent to murder
- Kidnapping or hostage taking

7: SECURITY TRAINING
Badge applicants must be able to comprehend the Airport's security rules, guidelines, regulations and procedures and posses the ability to perform the responsibilities associated with unescorted access privileges. To fulfill this requirement, all individuals applying for an Airport Photo ID Badge must first undergo security training. Training is conducted at the Badging Office at the date and times listed below:
Note: Applicants will need to come in for processing / fingerprinting before attending the training. Badge application required at time of fingerprinting.
Training:
AOA General Aviation: Tuesdays @ 1 p.m. (late arrivals will not be allowed to attend)
SIDA: Tuesdays @ 3 p.m. (late arrivals will not be allowed to attend)
Sterile Area: By appointment
As part of training, applicants must pass a test which certifies their understanding of the information presented.
Note: Staff will coordinate special badging session for major construction projects.
8: RENEWAL
It is the responsibility of each individual to renew his or her Badge. Airport ID Badges are issued with an expiration date that is no more than 24 months from the individual's birth month. All employees are required to undergo Security Refresher Training upon renewal. The refresher training summarizes access procedures and provides details on any newly enacted mandates. Applicants must fill out a Badge Renewal Form before renewal. This form must be signed by the Authorized Signer for the company. ID badges may be renewed within thirty (30) days before the badge expiration date and thirty (30) days after the ID badge expiration date.
Note: Applicants reporting after 30 days of their expiration date are required to start the badging process as if a new applicant.
9: BADGE FEES / REPLACEMENT FEES
Badge Fees: Initial Issuance: $10 (covers a 2-year period). Badge fees are due upon submission of the badge application.
Renewals: $10
Damaged Badges: Badges that are not functioning will be replaced at no charge unless it is obvious that the badge holder mishandled the badge. (Examples: cracked, bite marks, warped, etc.) Badges damaged by the badge holder will be replaced for $10 (this is the actual cost of the blank card).
Unaccounted Badges (Lost or Stolen): Badges that have been lost or stolen must be reported immediately to the Badging Office. This notification will allow the Badging Office to revoke the lost or stolen Badge in the Security Card Access System, so if found, the Badge cannot be used to gain access. Individuals who require a replacement Badge must fill out a Badge Renewal / Replacement Form before a replacement may be issued. This Form must be signed by the Authorizing Signer for the company. Badge Replacement Forms are available in the Badging Office. The replacement costs are as follows:
1st Replacement: $50
2nd Replacement $75
3rd Replacement is at the discretion of the Security Director
Half of the replacement cost will be refunded if the lost or stolen card is returned to the Badging Office within the same badging cycle.
10: RETURN OF LFT ID BADGES
It is the responsibility of each company to maintain accountability of all LFT ID Badges issued to their employees or sponsored customers. Badges must be retrieved and returned to the Airport when an individual no longer requires access to the AOA, Restricted or Secured Areas, because he/she resigns, is terminated, retires, is laid-off, on strike, or is on medical or maternity leave. Badges must be returned to the Badging Office within three (3) days or 72 hours of the separation.
Note: Contractor Badges are valid only for the construction project for which they were issued. Upon completion of the project, all Badges must be returned.
In cases when an ID Badge is not retrieved from the individual at the time of separation, the Badging Office must be notified immediately. Upon this notification, the Badging Office will revoke the individual's access authority in the Security Card Access System, to prevent them from accessing the AOA, Restricted or Secured Areas. In these cases, a statement indicating what steps the company has taken to retrieve the ID Badge from the individual must be submitted to the Badging Office. All Badges issued to your company must be accounted for. Failure to notify the Airport about any ID Badge that you can no longer account for is a violation of the Airport Security Plan.
11: CONSTRUCTION PROJECTS
Upon coordination of construction projects at LFT, a project representative will be responsible for management of badging requirements for the project through the Airport's Badging Office. This will include, screening potential badged personnel, completion of the application process for each applicant. Completed applications will be submitted to the airport, with the required two forms of personal identification (refer to application for allowed forms of ID). Applications will be submitted to the TSA for approval, and upon cleared security screening, all applicants must attend a training session. This session will advise applicant of airport rules and their responsibilities as a badge holder, to include authorized areas of access, vehicle markings required, etc. (See the training section of this document for times.)
The Contractor certifies to the Lafayette Airport Commission that a background check will be completed, to the extent required by the Lafayette Regional Airport Security Program, on each individual who will be in any locale on the Lafayette Regional Airport having access to either the Air Operating Area (AOA), Security Identification Display Area (SIDA) or secured area. Each individual who qualifies, as set forth in the current Lafayette Regional Airport Security Program and the Lafayette Airport Commission Ordinance No. 80-2, will be required to comply with badging procedures for specific area of access.
12: ID BADGE AUDITS
The Transportation Security Administration requires that the Airport regularly audit ID Badge records to ensure accuracy and accountability. Audits (either "paper" or "physical") will be conducted annually with all companies who participate in the Airport Badge System. Also, TSA mandates that every six (6) months, no less than 10 percent of identification media via random selection will be audited. Paper audits will include a listing of all LFT ID Badges issued to a particular company. Companies will be required to review the list, ensuring that all individuals are still employed by them, still require Airport access, and are in possession of their LFT ID Badge. Failure to complete audits as requested will result in the suspension of Airport ID Badge issuance privileges.
13: TRUSTED AGENT ACCOUNTABLITY (airport staff use)
Designated Trusted Agents (TA) for Lafayette Regional Airport will collect and transmit biographical and biometric information used in criminal history records checks and security threat assessment. Upon determination of an applicant to receive an Airport ID Badge, the TA will authorize issuance of the media and proceed with its issuance, subject to applicant's completion of training requirements. TA's are entrusted with the privacy and security of personal information presented during the badging application process, and will ensure its protection from unauthorized use. The TA is required to document their actions on page one of the Airport's Identification Badge Application Form. All LFT Trusted Agents will undergo a CHRC and STA.
A list of Trusted Agents will be provided to the Airport's Federal Security Director. Accordingly, any updates to the list will be made within three (3) business days of any change, or immediately when a TA's status or employment is suspended or revoked.
